Δ. ΑΒΡΑΜΟΠΟΥΛΟΣ: Θα ήθελα να καλωσορίσω στην Αθήνα τον Υπουργό Εξωτερικών της Αλβανίας και καλό μου φίλο, κύριο Edmond Panariti, με τον οποίο είχαμε πραγματικά χρήσιμες, καλές και ειλικρινείς διαβουλεύσεις.
Είναι η δεύτερη φορά που συναντιόμαστε μέσα σε λίγες ημέρες και αυτό συμβολίζει την αμοιβαία επιθυμία μας για ουσιαστική ενίσχυση της συνεργασίας ανάμεσα στις δύο χώρες μας. Δείχνει την πολιτική μας βούληση να εγκαινιάσουμε ένα καινούργιο κεφάλαιο και να αξιοποιήσουμε το δυναμικό των ελληνοαλβανικών σχέσεων.
Συζητήσαμε για όλα αυτά τα θέματα που μας φέρνουν κοντά, που μας ενώνουν, για τις μεγάλες δυνατότητες συνεργασίας, προς όφελος των δύο λαών μας. Η Ελλάδα και η Αλβανία είναι σύμμαχοι στην Ατλαντική Συμμαχία, αυριανοί εταίροι στην Ευρωπαϊκή Ένωση και δύο γείτονες με σημαντικά κοινά συμφέροντα σε πάρα πολλούς τομείς.
Η Ελληνική Εθνική Μειονότητα πρέπει να αποτελεί γέφυρα φιλίας ανάμεσα στις δύο χώρες και η θέση της θα βελτιώνεται, όσο η Αλβανία προοδεύει και προσαρμόζεται στα ευρωπαϊκά πρότυπα. Γι’ αυτό είναι σημαντικό να οικοδομηθεί εμπιστοσύνη ανάμεσα στους εκπροσώπους της Μειονότητας και τους αλβανικούς θεσμούς.
Στις μεταξύ μας σχέσεις δεν έχουν θέση οι εκφραστές ακραίων ιδεοληψιών, οι οποίοι, αναπαράγοντας ξεπερασμένα αρνητικά στερεότυπα, επιχειρούν να επισκιάσουν τους πολυσχιδείς δεσμούς μεταξύ των δύο λαών μας και να παρεμποδίσουν την προάσπιση των κοινών μας συμφερόντων.
Υπάρχει σημαντικό υπόβαθρο ώστε να διευρύνουμε και να εμβαθύνουμε ακόμα περισσότερο τη συνεργασία μας. Το εμπόριο, οι επενδύσεις, ο τουρισμός, η διασυνοριακή συνεργασία και βέβαια η παρουσία στην Ελλάδα χιλιάδων Αλβανών που εργάζονται και προκόβουν στη χώρα μας.
Στη Νέα Υόρκη κάναμε ένα σημαντικό βήμα για την προώθηση της ενεργειακής μας συνεργασίας με την υπογραφή του Μνημονίου Κατανόησης για τον TAP, που προσδίδει στρατηγικά χαρακτηριστικά στις σχέσεις μας, με προφανή οφέλη για τις οικονομίες μας, αλλά και την ενεργειακή ασφάλεια της Ευρώπης. Σήμερα συνεχίσαμε τις συνομιλίες, ώστε να προχωρήσουμε σύντομα στην υπογραφή σχετικής συμφωνίας.
Συζητήσαμε φυσικά και για τις εκκρεμότητες που υπάρχουν, όπως το ζήτημα που έχει ανακύψει με τη συμφωνία οριοθέτησης θαλασσίων ζωνών. Συμφωνήσαμε ότι πρέπει να εργασθούμε από κοινού, ώστε σύντομα αυτές οι εκκρεμότητες να διευθετηθούν.
Αποφασίσαμε, επίσης, να πυκνώσουμε τις επαφές μας, καθιερώνοντας πολιτικές διαβουλεύσεις σε επίπεδο Υπουργών Εξωτερικών δύο φορές το χρόνο. Επίσης, αποφασίσαμε να εισηγηθούμε στις Κυβερνήσεις μας να αρχίσει από τον επόμενο χρόνο μία σταθερή επαφή σε διακυβερνητικό, διακρατικό επίπεδο, ανάμεσα σε μέλη των κυβερνήσεών μας που είναι συναρμόδια για τα διμερή μας θέματα.
Η Ελλάδα στηρίζει με συνέπεια την ευρωπαϊκή πορεία της φίλης Αλβανίας, όπως έκανε εξάλλου και για την ένταξή της στο ΝΑΤΟ. Υπάρχουν ακόμα πολλά που πρέπει να γίνουν, όμως γνωρίζω ότι και η ίδια η αλβανική ηγεσία επιθυμεί την υλοποίηση των ριζικών τομών και μεταρρυθμίσεων που απαιτούνται και που θα τη φέρουν πραγματικά πιο κοντά στα ευρωπαϊκά δεδομένα και θα την προετοιμάσουν για τη συμμετοχή της στην μεγάλη ευρωπαϊκή οικογένεια. Η Ελλάδα θα βρίσκεται στο πλευρό της.
Με αυτές τις σκέψεις καλωσορίζω και πάλι στην Αθήνα τον φίλο μου Υπουργό Εξωτερικών της Αλβανίας τον κύριο Panariti και του εύχομαι πραγματικά κάθε επιτυχία στις προσπάθειες που καταβάλλει αυτό τον καιρό, επ’ ωφελεία της πατρίδας του, αλλά και της γενικότερης συλλογικής προσπάθειας που κάνουμε, για να καταστήσουμε την ευρύτερη περιοχή μας μία όαση σιγουριάς, ασφάλειας, συνεργασίας, ειρήνης και σταθερότητας. Τον καλωσορίζω και πάλι και τον παρακαλώ να πάρει το λόγο.
E. PANARITI: Thank you so much, Minister Avramopoulos, dear Dimitris. It has been an honor and α privilege to have been invited by you to visit Greece, and I am so happy that I did this visit, which was a very-very intense, constructive and productive visit. We had a very open dialogue, constructive dialogue, sincere dialogue, between our two staffs and between us, and I am pretty sure that as a result of this visit, we will experience a boost of our relations projected now towards the future, and to our common interests and in the interest of both peoples and both countries.
We evaluated jointly, with Minister Avramopoulos, the up to date advancement of our relations, and we also looked into the possibilities that lay in front of us in advancing even further our collaboration at all levels. Of course, in our common agenda we have dealt with issues dealing with our past, with our current problems, and with the problems in the future ahead.
I would like to thank Dimitris for his very open approach and dialogue, and the communication we had on all the issues. Regarding the delimitation of marine waters we are both convinced, both sides are convinced, that we are very much interested to reach an agreement, which in our view should be done in respect to the national constitution and international law. Both sides are convinced that we need to work in order to reach that.
We also discussed about other issues, very important issues which address the interests of our citizens, and we also discussed about the questions dealing with the problems or issues regarding the Greek minority in Albania and the Albanian community in Greece, which will serve as bridges of collaboration and mutual understanding and as a solid basis for boosting our relations for the future.
Of course, I would like to thank Minister Avramopoulos for his support and for his very constructive position regarding the signature of the Memorandum of Understanding of the Trans-Adriatic Pipeline which is a very-very positive development, which is an indication that under the same spirit both countries should work also in reaching future agreements on several other issues, and which lay in the interest not only of our countries, but of the entire region.
I informed Minister Avramopoulos about the progress that Albania is making towards its EU integration road. We are very much committed to abiding to the 12 priorities set by the EU Commission and I count also on Minister Avramopoulos indication that Greece will stand by Albania towards EU integration, and we think that with the progress that the country is making, we will soon obtain the status of EU candidate country this year.
Considering other issues, I appreciated the commitment of the Greek government in support of the education and culture of the Albanian citizens, and, you know, recently we experienced the opening of a new school in Volos, which is a very good indication, a very solid and fruitful contribution that the Greek government is providing in the field of education of the Albanian citizens, and I would like to express to you my gratitude on that, and that contributes even further to boosting our collaboration in that area for the preservation of the language and our culture.
Of course, we share the same opinion regarding the prospect that both countries have towards the Euro-Atlantic challenges, and considering that this year is a very special year for Albania, it is the century of our independence, I invited Dimitris to pay a visit in Albania in this very historical event of our country.
I would like to thank you again for your warmest welcome and for the constructive and open dialogue, and let us consider it a new era of better and more open relations between Greece and Albania. I very much share your proposal for creating a solid format of Ministers that will have much more frequent contacts and address every issue that stands actually and in the future in front of us.
