Doorstep by Commissionner Dimitris Avramopoulos at the JHA Council, Luxembourg 21/4/16

Let me tell you that this Home Affairs meeting here in Luxembourg is very important.

We cannot address terrorism by looking inwards and in order to move ahead in creating a genuine Security Union we must understand that it is more than important to share more information and to foster trust among all of us. 

We have made some steps forward in a positive direction. For instance, a few days ago the Parliament voted in favour of PNR and, hopefully we shall adopt it today.

At the same time we are going to discuss migration issues. I will debrief the Council on the recent developments in the field of the implementation of the EU-Turkey agreement.

It is good to know that the very first positive signs have emerged. The numbers have decreased. It seems that the flows are stemmed. But we have to do more in the future.

Today, we are also going to discuss the EU Border and Cost Guard. An agreement will be achieved.   

There is more to do in the future and ,most importantly, we have all decided to follow the same line in order to address these two issues.

Hopefully, the outcome of this meeting will mark one more step forward in order to address these issues in a joint and united way.  It is the moment to think and act as a Union.

Q: Do you expect an agreement on the Coast Guard today?

Yes. The messages are very important from all sides, it is a necessity.  in the past, everyone was asking for more European solutions and initiatives. That’s what we do now.

Question on relocation:

Relocation is also on the top of the Agenda here today. All countries must be part of what we had decided here in Luxembourg a few months ago. It is the moment to implement it.  I can’t hide that I am a bit disappointed of the fact that some MS have not decided yet to take share of their responsibilities.  I hope they will do it. They should not forget that it is mandatory.
